Dec. 17—MALTA, N.Y. — New York State Police recently arrested Jorge Estrada Perez and Wilmay Carrasco Rodriguez, both of Bloomfield, New Jersey, for second-degree identity theft, fourth-degree grand larceny and first-degree scheme to defraud.
